Communication Systems Spectrum Regulatory Engineer

SUMMARY: The Spectrum Regulatory Engineer will be primarily responsible for representing Axiom interest to federal agencies and coordinating spectrum licensing or approval documentation across the flight operations, payloads, and engineering teams.

DUTIES & RESPONSIBILITIES

The candidate will be responsible for: 

• Participate and establish technical rules and procedures for spectrum coordination with other licensees and spectrum sharing with federal agencies

• Assist regulatory and policy team in evaluating and conducting analysis on new rulemaking procedures and submissions 

• Establish technical parameters and standards governing the use of each frequency band or specific service, if applicable 

• As needed run engineering and propagation analysis to establish and propose interference management techniques for space station internal and external environments 

• Build Axiom’s participation in various spectrum-related other federal working groups as required.

• Perform or Define engineering analysis needed for filings at the Commission, ITU and other agencies generated by vendors

• Develop procedures and techniques to perform coordination and interference analysis

• Work with wireless vendors on equipment certification and approvals

• Translate FCC rules and impact to flight operations, payload integration, and engineering, conduct training as needed

• Tracking, assessing, and reporting any regulatory actions related to wireless policy proposed to or pending before the Federal Communications Commission that are or could be Axiom Space related 

• Assist regulatory team with FCC Spectrum related milestones reporting and coordination with international agencies as required

• Support NASA milestone reviews including PDR, CDR, SDR, FRR, etc.

Education & Experience

• Bachelor’s Degree in Management Information Systems or directly related experience required

• RF Engineering experience 

• Extensive knowledge of FCC rules and ITU Radio Regulations 

• Demonstrated ability to effectively represent and drive interests in U.S. processes 

• 5 to 10 years of relevant experience 

Essential Functions

Work Environment: Generally, an office environment, but can involve inside or outside work depending on the task.

Requirements 

• Must be able to complete a U.S. government background investigation.

• Management has the prerogative to select at any level for which the position is advertised.

• Proof of U.S. Citizenship or US Permanent Residency is a requirement for this position.

 Physical Requirements

• Work may involve sitting or standing for extended periods (90% of the time). May require lifting and carrying up to 25 lbs. (5% of the time).
